I wanted to know what is the ideal weight of a goldendoodle that is 13 weeks old? Currently my doodle weighs 16.4 lbs. Is this average or behind?

depends what kind? Mini ,medium, standard etc....

My guy was 21 pounds at 12 weeks and hes supposed to be a medium. Hes was 33 pounds at his 16 week one.... 

There is no standard weight guideline for a GoldenDoodle since they are a mixed breed dog.  There are Standard size goldendoodles that weigh 50 lbs and there are standard size GD's that weigh 120 lbs.

There is no ideal weight. It depends on the dog. There is a huge range of adult doodle weights. They can be minis like mine that at almost 2 years old weighs less than your 13 week old. All the way up to around 100lbs. If the breeder gave an estimated adult weight, you could use the formula of doubling the dogs weight at 16 weeks and adding up to 10lbs. You might get an idea of his adult weight and if it is comparable to what your breeder estimated. It's not a science though or set in stone. As long as he is healthy and eating normal and the vet has no concerns, then your pup is probably at his ideal weight for him.

Sounds pretty normal to me.  Double the weight at 16 weeks and add 5 - 10 pounds to get a good idea of the adult weight.  Is it a standard goldendoodle or a mini-goldendoodle?
