Cooper is adorable. His howl would probably make me laugh.
We have Alma who is now 6 and an indoor dog. She likes to bark when she hears noises in our neighbor's back yards. She also likes to bark at our neighbor's dog when she hears his dog tags jingle. We started using a citronella bark collar on her especially in the early morning when we would let her out so she wouldn't wake anyone up. This worked well for quite a while but she learned that the spray wasn't so bad and would bark until the canister was empty. And then she would smell like a cloud of citrus.
We now use the sportdog rechargable nobark 10R collar (http://www.amazon.com/SportDOG-Rechargeable-NoBark-Control-Collar/d...) We have it set to vibrate. We only put it on her in the early morning when she goes out or when we can't be out with her and hear activity in the neighboring yards. Sometimes, she signals to go out and I will get the collar and she gives me the stink eye and walks away. I'm sure she just wanted to go out and bark. We always take it off immediately when she comes back inside.
When we are out in the backyard with her, we don't use it. If she starts to bark, I call her and put her inside.
What is he barking/howling at - noises, people or ?? Usually there is a reason a dog barks - to warn you that something is alarming them. I would suggest you check out the Training with Doggy Dan online - he has a great method for training your dog not to bark at neighbors or whatever. His link is under the preferred vendor tab on the main page.
We finally went to a bark collar. We use them when we leave the dogs in the RV or when the neighbors have a pool party. This is the one we use.
