I think it is most definitely a conversation about the missing sock. Then they are trying to do Harry Potter hand magic to make a new one appear.

However if the conversation was about Vern. I think the little guy with the missing sock was saying, " If Fudge and Vern are in every slideshow, I'm gonna kick Laurie in the butt with this sockless foot !!"
