I can't see the picture very well, but since you live in Southern California, I would suggest that it might be a fox tail embedded under the skin. You might want to take him to the vet.
The vet needs to see this to determine what it is and treat it. It could be anything from a hot spot (moist dermatitis) to a foxtail, and some of those things can be serious. If it's that tender, it needs treatment, and nobody on an internet forum can advise you on what it is or how to treat it.
In the meantime, to help him feel better, you might try soaking the foot in tepid water with epsom salts added. That might not help, but it can't hurt.
I agree. Let the vet see it, especially in your area where you have Foxtail HORRIBLE
We just had the dime size spot in a rear paw last week.
it is very painful. The problem is, you need to know what it is before you treat. So, do see a vet
If it is a Foxtail ( we dont have them here) he needs medial attention right away
Ours was on the inside of the paw pad though. I did not see or know you posted a photo before I replied above. Ours was not the same thing. Disregard my comments
