She is 11 months today. She measures 24.5 at he withers and weighs 57 lbs. Can I safely say she has finished growing?

Her skeletal growth is most likely complete, meaning she will not get any taller or longer; but she will continue to gain lean mass in the form of muscle and bone density, so her weight will probably go up a little.
