My bernedoodle was shedding a lot, so we shaved him. However we soon realized that it would not grow back. In fact, he has had fur and skin issues ever since. Help please. He looks like a rat :(.

Well, Bernese Mountain Dogs shed, and mixing one with a Poodle isn't a guarantee that you won't get a puppy that sheds. The Poodle genes do not magically eclipse the heavily shedding genes of the BMD. Shaving a dog does not stop them from shedding, so that was a mistake. However, it shouldn't cause more hair loss or skin issues, and hair always grows back eventually. If he was shaved too close, that can cause irritation and razor burn, so that might be the cause of the skin issues. But nobody here can tell you for sure. He should see a vet, or a dermatologist.
Yep - anything 50% poodle and 50% high shedding dog still has a pretty high chance of being a shedder.
Our bernedoodle Riley still has her puppy coat but so far she does shed lightly.
If he is having trouble re-growing hair or has irritated skin though that is separate and warrants a visit to the vet.

What does the vet say is wrong? What kind of skin issues is he having?

Well, a skin infection can look like eczema, but you need to do a skin scraping to be sure. I'm surprised you weren't given a topical medication to apply to the skin. What kind of shampoo did she give you?
I would let the vet know that the treatment isn't helping. You may need to see a different vet.
Is your dog uncomfortable? Is he licking or scratching the area? How long has he been on the antibiotics?
Also, was he shaved at a groomer's? I know someone whose doodle developed a bad skin infection with hair loss after a trip to the groomer. It started with one place where he was irritated, (looked like a scratch) but he licked at it until he caused a hot spot (moist dermatitis) and continued licking at it until he had a bacterial infection (pseudomonas) over a large area, with complete hair loss. Pseudomonas can also be transferred via a bathtub that's not properly cleaned between bathing dogs.
So if he was shaved at the groomer's, this might be the same thing.
Different bacteria respond better to certain antibiotics, so I think it's important to know what kind of infection you are dealing with.
You also need to keep him from licking at scratching the area.
I'm glad the spray is helping.
He could have picked up bacteria from the previous dog the groomer groomed.
