Can you give us a better idea of the location, or a picture? Is this is his groin area? The insides of his upper thighs? 

Groin area. I will attempt to upload a picture but I am not sure the best way to do it.

That looks like a contact dermatitis, or a similar rash. They're not pimples. I'm sure he's licking because it itches. And it looks like there might also be some hair loss in the area? I personally would have my vet take a look at it; if he keeps licking, it's going to very quickly turn into a hot spot, and then he's going to need antibiotics. At the very least, I'd clean it with a non-greasy antiseptic cleaner and then use a cortisone spray to relieve the itching. 

Non-greasy antiseptic cleaner?  Is Hibiclens OK to use on dogs?  I could dilute it.

I have some hydrocortisone in a tube. Shall I use a bit of it?

Plain chlorhexadine would be best, which you can get from your vet, and possibly from the pet supply store. But Hibiclens should be okay. 

I'd also get an anti-itch cortisone spray at the pet supply store rather than using cream or ointment. You don;t want anything moist or greasy on the area, or anything that can be rubbed or licked off. 

Make sure to keep his privates trimmed and clean, too. Sometimes, males tend to dribble urine onto the fur in that area, and that can cause irritation. 

When we first got Clancy, he developed a rash that looked the same.  It was an infection that needed meds to clear up.  It wasn't serious, but needed treatment.

Yeah, I really think a vet should look at this. There's no way for anyone to know from a picture on the internet what it might be or how to best treat it.
