Cooper is 2 this summer and continues from last year ( hoping he would outgrow) excited and sometimes zoomie type behavior when we swim. He will stand in the beach entry and if he gets hot enough he will swim fine then get out and as we get out he may zoom around and at us.
When our grandchildren come over to swim he gets quite anxious when they go under , jump off the side, basically kid noise. Barks a lot and pants. I have tried having him on the leash where he can see them but not jump in and out. I alsoI brought him in and he looks out and whines and pants. I basically when to another room with him where he could not see and he never really relaxed.

It sounds like there is just too much stimulation for Cooper.  When anyone is in the pool I would confine him to a room where he is comfortable but can't see or hear what's going on in the pool.  I would not stay with him...he should be fine.  I would not even let him out by the pool at all unless you're alone with him and can keep things calm.

Our lab mix did this and we simply had to remove him from the area. We felt that he was in 'rescue mode.'   However, we didn't have a pool ourselves so it might have been  that he didn't get enough exposure to realize he didn't need to save the swimmers.
