This is actually two jackets in one...The inner fleece jacket snaps onto the outer waterproof jacket.  They each have the reflective strips and can be worn separately or snapped together as one.

Size is Medium which according to the chart is 16-22" chest  12" back length and 11-12" neckline

From the jacket measures 13" down the center of the back.
