Bark Wildly at Other Dogs?

Cimmy is one year old and I just can't figure out what to do. She is sooo good around people. She sits and waits until they come over to pat her or walk by, but other dogs ... way different story. Example - I took her to the park today while my husband and I ate lunch and our daughter played. It was a rather late lunch and very few people were around because of naptime. Several people, however, walked with in twenty feet or so with their dogs. Cimmy went NUTS! Lunging, pulling on her leash, howling and barking. It is as if Cimmy has duel personalities. Now I  know that all Cimmy wants to do with the other dogs is play, but you would never know this by her behavior. She looks like she wants to tear them apart. She does not growl, snarl or bare her teeth. It really is just a desire to play. I made her sit, held her leash very tightly and then resorted to holding her muzzle one of the times. I said, "NO BARKING, Cimmy!" and she would whine and pull! From past experience, if I were to let her get near the dog, her puppy exuberance would come out and she would leap all over the other dog. Lunging at it trying to get it to play and chase. She is rough, but not mean.

 

I just don't know what to do with her. I thought taking her to the park so that she could be around other dogs would help, but the owners of the other dogs are very intimidated my her - and I would be too if I didn't know better. Any suggesionsts on how to get her to behave around other dogs? I really don't know what to do.

I have two doodles and I love taking them for walks except I have this same problem. When they see another dog they bark and pull and really make a scene. I'm actually worried I'm going to land on the ground one of these times. I really need help with this problem because they need to be walked everyday. I know treats won't work, I'm going to try a halti-collar, right now I use the easy walk harness. My problem actually started when I got the my second doodle, she'd see a dog coming and get nervous and actually start barking and jumping on my other dog. Now they both go bananas. Meanwhile they are both sweet as pie, but I'm sure they look pretty crazy to the other dog owners
