Well this isn't a behavior formed out of the need to pleasure himself. You hit the nail on the head with "dominance" and this is common form in the dog world. It is like guys arm wrestling. I would however discourage the behavior by keeping him on a leash and pulling him off during play when he starts this. You can use a stop command but they only work if you have trained your dog to understand the stop command.

I would recommend training to help you set pack order and gain control over your dog.

We do not use NO as a stop command, we use AUGHT, it sounds like HOT but without the H. We use NO too frequently in our daily communications with humans and our dogs hear this. If your dog is chilling chewing his toy being a good boy and you are on the phone talking to your friend and he hears you say NO 100 times he starts to associate his behavior as bad or he learns to ignore NO. You dont want either of these so I suggest finding a new stop command. There is a famous dog trainer who uses SHUSH as a stop command. Again you can see this has no real meaning in our daily conversations so your dog will not be confused.
Rosco mounts Thule every single day--since he was a puppy. I have been very firm with him and so has my husband. He will stop in action--but I don't think it'll ever quit starting. Thule doesn't seem to mind 99% of the time.
