Ha, it is a cat toy :) I went onto amazon and tried to search for a similar one in dog toy section but couldn't find one. Now I know the reason.

YES! Shelly and Tori sent it to us when we won the traveling trophy. She sent it for our cat but Chloe played with it for a couple weeks before Spunky got it. She LOVES cat toys of all kinds (weirdo)
