Not reading because I have complete confidence in the selfish, emotionless way that the Russian government handles obstacles.  My children were born in Ukraine, Russia, & Latvia - I have experienced the ways the various Eastern European governments handle issues.  Putin shut down adoptions because the U.S. wouldn't sign some unrelated agreement.  If the Russian government will basically sacrifice the lives of children to punish other governments (many, many special needs children have American families trying to adopt them - Russians won't adopt special needs), why wouldn't they just get rid of dogs?  Ugh.

Ugh is right! I did not know that about Russia but I guess I should not say I am surprised.

Hate to say it, but it is sure better than what happened in Brazil when they were "cleaning house" for the climate summit.  Host countries just do not want a cluttered environment for visitors to see, whether that be stray dogs or street urchins.
