A brief potty walk before a meal is okay, but they really should not eat anything for 30 minutes after real exercise. The rule of thumb is not to exercise them within 30 minutes before or after eating.

That's simply untrue.
I know several owners of high risk breeds who have the dogs' stomachs tacked when they are spayed/neutered as a precaution.
No, it's not harmful, it's proactive surgery to prevent the stomach from twisting.
