I have purchased several of these seat belt restraints and paid between 87 cents and $1.00.  Here is one for $1.00 with free shipping. The restraint is pretty well universal.  It fits into both our Honda and our Subaru seat belt clasps.

A caveat is that for safety, the dog should be wearing some sort of a harness.  There are also harnesses available on eBay for a reasonable price.

Be careful with these. I had one that I'd gotten from Amazon. It got stuck in my seat belt clasp, and I had to take my car to the dealership to get it removed.
