so our neighbor has 4 German Shepherds and 2 chihuahuas (the dog limit here is 4) he’s a nice guy and everything but he has one of the female dogs that keeps escaping the yard. She’s never done anything to us but this week I took my dog out in the front cause we have foxtails in the back yard and she came right after my dog she tried to bite him in the back before she ran back outside my husband called him after she got out for the second time and explained what happened and he said he would get someone to put her up inside. Well this morning once again I take my dog out the front yard it wasn’t even 5 am yet and this 90 pound dog comes lounging at us. I had enough time to get my dog back inside without being hurt but idk what to do about three neighbors dog we’ve already tried talking to him he extended his fence using idk what kind of material I think his fence is broken but I’m not sure how this one dog is continuing to get out.  I’m not sure what to do has anyone had any experience ihy something like this?

This is a tough one because the solution involves getting the local authorities involved. I don't know of any town where it's not illegal to let your dog go running around loose on other people's property. A call to the police would probably fix it, because the neighbor would get a hefty fine and might then take it more seriously. The fact that when your DH called, they did not immediately respond with "OMG I'll be right there to get her" plus the fact that it keeps happening shows that they don't think it's a big deal. If you or your DH feel comfortable enough addressing it with them in a calm discussion prior to the next incident, that might make them do something to keep the dog on their own property. Otherwise, you can simply call the police, but of course that's going to risk alienating your neighbors. 
One thing you need to do either way is document the incidents by taking photos of the dog on your property. Then if it does come down to calling the police, you have the proof. 
In my neighborhood, we've had several instances of this. One of my friends finally called the police on her neighbor when the dog actually bit her dog. They got a $150 fine, and a good talking to, and that was the last time that dog "got out". 

Thank you I wonder if I can call animal control “anonymously” we’ve called him severely yikes already and he did try to extend the fence by putting something over it but I feel like he just needs to go on and fix the whole fence because obviously the dog keeps getting out

Since he did try to "fix" the fence he gets some credit.  Perhaps dog is digging under it.  If it is a common fence between you maybe if you offered to split the cost of a real repair it would help.

It is a really difficult situation, with no easy solutions.  Sorry that is the only idea I have.

Thanks for the suggestion, but we don't share a fence we each have our own although his dogs have already started digging through their fence and underneath to ours, but we blocked it off on our end. I'm not sure if she's jumping or digging underneath. My guess is maybe digging as one of their Chihuahuas escaped with her as well.

As a temporary measure. I would scout around outside before taking your dog out. I would have the hose ready with the water sprayer set to a pretty strong stream. If the dog even sets foot in the yard, I'd spray it, not wait for it to attack. This is only a stop-gap measure, but it might deter the dog from yours.

I tried to scout around, but it was dark at 4 in the morning lol. I did have a stick in my hand but I was also handling my dog and his big cone he has on his head. I was able to call animal control, but I'm not sure if they came out or not as no one returned my call. Our dog just had a procedure done and the Vet Clinic called and they gave me a suggestion of buying booties for our dog so he can use our backyard to at least go and potty till we clear our the foxtail weeds. The dog doesn't lunge at me unless I have my dog out with me. I think they've gone crazy just being locked up in the backyard they look for any excitement .

Ali, how is this neighbor dog situation going?  Have you taken any actions that are working?

The day I called animal control I got home and he had extended his fence so the German Shepherd dog wouldn't jump it anymore. Hopefully this lasts for awhile we haven't used our front yard anymore to take our dog out, but I haven't seen the dogs loose anymore either. Although, yesterday when I was heading out the neighbor was out in his yard and one of his little Chihuahuas made it to my yard and I almost ran it over and the guys didn't even noticed. 

It sounds like a much better situation except for the chihuahua.  I am so glad YOUR dog will be safer. Thanks for the update.
