Can anyone recommend a good strong set of stairs that aren't crazy steep for Milo to use to get up and down from our bed? Our bed is 30" high - we bought a set of Pet Gear Easy Step, but they didn't really work. Too flimsy and steep coming down. Nicely enough Chewy.com refunded us and asked that we donate them to a shelter! So nice.
Anyhoo, I was looking at a ramp:

Here's a thought. If you can do without actual steps, what about buying an upholstered bench for the foot of your bed? This might be all that Milo needs.
Our bed is 30 inches and our mini (granted he is a large mini at 16 1/2" and 28 pounds) easily jumps onto it. Our car is probably close to 3 feet and he easily jumps into that also. If he wasn't adept at jumping but had sound bones (like no hip dysplasia etc), I would put a piece of furniture to be a half way point for the jump - i.e. a cedar chest, chair or bench at the foot of the bed.
Since our bed is so high, I push an upholstered bench that is about one foot lower than our bed. Charlie and Beau both use it.
We have 3 different sets of steps. The first one is a plastic one (unknown brand)that is only rated for 35 pounds - Mariner is over 80 pounds so I reinforced it with 2x4's to make it sturdy enough. The second one is a wooden one that is labeled "Animal Planet" and is pretty sturdy. We just got one "Up and Under" that is not as sturdy but it has been working fine. Mariner only uses the steps to get on the couch.
You may have to modify steps that you buy.
