First time swimming! Is this normal?

My 7 month old came into the pool at a friends today and I always guided him back to the stairs but he kept coming back in so I assume he was enjoying it but my concern was that he was kinda making a funny noise and having issues getting his whole head above he water

Is this normal for a first swim?

He is just learning and will get better over time. Meanwhile, I would look into a life vest. It made all the difference for our Fudge and she enjoys being in the water so much more with that vest on.
