How long have they had the bump and does it seem to be bothering them?
I'd probably go have it checked out just to be sure. Our puppy got the warts thing in his mouth - likely from daycare :( But they were like scary looking scabs in around his gums and they just went away on their own. Sometimes we've waited a few days to see if things will get bigger/start bothering our pup. If you're really worried go have it checked out. If it's not bothering your pup you could also wait a few more days to see if it goes away. Totally up to your threshold of worry. When our pup was much younger we were running to the vet about every little thing. Now we're used to certain things, so we know what's more emergency-like and what can likely wait to see if it heals on its own.
Perhaps this warrants a trip to the vet, so you can be sure?
I would probably go have it looked at. In my opinion, it is always better to be safe than sorry. Does your puppy go to daycare or the dog park at all? It kind of looks a little like a puppy wart to me. I know when Ludo first went to daycare, they gave me pamphlets about puppy warts and they're apparently kind of a common thing that doesn't normally need vet attention- however, I would go get it checked.
Several months ago, Ludo got a spider bite that left a lump on his leg. I asked about it here because I wasn't sure (the vet said spider bite). It turned kind of yucky and black-ish and I had my groomer take a peak just to see if she had seen it and it was just a big scab over it. It's hard to tell in your picture, but does it look like this?
