Sitting during dog greeting

Does anyone know what it means when a dog sits down during a dog greeting? Noah is friendly towards other dogs but every time another dog starts sniffing him, he sits down. This happens every time, both on leash and off leash and it doesn't matter the size of the dog.

LOL. I'm a parent of a special needs son, so I had to get used to those acronyms. Now I think it's totally the basis for my fascination with trying to figure them out. Seriously, I have learned over many years that Special Ed Teachers have earned a very special place in heaven. What you do every day does truly change lives forever. My son is now 25, and still talks about his Special Ed teachers. He actually still keeps in touch with many of them, even the ones from grammar school.
