Thelma goes out to pee and will still come in and pee on the floor a short time later? Should I be concerned or is her bladder just small. I have put down papers for other puppies in the past-- should I do that?(she is the smaller doodle)

Based on what you wrote, I wouldn't be concerned at this point because young puppies do pee a lot!!! How old is she and what do you consider a short time later? Puppies easily get distracted and do not fully empty their bladders on every potty trip outside which can lead to a lot of small puddles when you don't expect them. I personally wouldn't put down papers because I wouldn't want my puppy to learn that it's ever okay to pee inside. I think in time she'll get the hang of it and you'll learn when she should be going as well.
Thanks for the reply-- I guess I was worried she might have a UTI but she is only 11 weeks so I won't worry.. she is doing better today-- actually for their age they are doing great.

Just take her out all the time! We took Peri outside every 20 minutes the first few week. And walk around so they can pee more than once if needed.
Cocoa always had to pee twice when she was a little pup. I always waited for her to pee twice each time she went outside, and took her out every 30 minutes, working up gradually to every hour.... and as she was accident-free I would increase the time more. If I didn't have time to watch her carefully, I would crate her. Don't use papers! It only slows down the process.
