Is Racey in heat?

I just noticed 5 bright red spots on the floor. Appeared to be blood. I checked Racey and didn't notice any blood on her. 

Any thoughts on how I can tell if she is in heat?

How old is she? I presume that she is not neutered.

I have not spayed her yet, but do plan to. She is 9 months old.

Then yes, she is most likely in heat.

The vulva area usually swells in size,She is around the right age for coming into heat .
or if she is urinating more often it could be a urinany track infection.( UTI ) , my dog had blood in her urine.
