peeing on other dog

Well its been happening for the whole time Ive had Dakota and is kind of embarrassing to mention.But Ozzy my pug will walk up to Dakota when outside only and lift his leg and pee right on Dakotas leg.She has done nothing to provoke him to do this.Ozzy isn't mad at the time or nothing.Is he just trying to tell Dakota he is a spoiled brat and he is alpha?That is what i think.Anyone else?

I'm not sure what it is he's trying to tell Dakota, but I would not allow it.  I would correct the very minute I saw it start....it's just not appropriate "dog behavior".

I had a dog pee on ME at a dog show, they told me it was "good luck". It was, I won first place in two breed groups. Good luck with that problem, that is why I only have females.
