So, I have the opposite problem of some, Lolli is TOO housebroken.

HA!!  How is that possible? 

Of all the dogs I have ever mothered, I have never had this problem. Lolli just finished up her shots and is not able to go places with us.  Obviously we have her tinkle before car rides but once we get somewhere she will not go piddle unless you count her happy tinkles when someone new pets her. 

I have no doubt she has to go as her happy tinkles at home are very teeny, but after an hour or so in public, they are sizable.  She won't go at the park, she won't go when we take her on runs at the soccer fields, she won't go on the grass at Petsmart, Petco or at the dog friendly mall.  She won't even go when we walk around our neighborhood. 

She will poo out in public, but not pee.  I would much rather it be the other way around, but no luck.

Has anyone experienced this or is my dog that much of a priss?

Our cheer is "GOOD POTTY!!".  She hasn't gotten the potty on command but we are working on it!  Taking her out at 5:15 in the morning is my job 5 days a week and it's getting COLD.

With a few fosters I led them, on leash, to the ' Place' they choose in the yard. Once they peed, then the reward was off leash. Some of them would take forever and it is freezing!  But, that may help too-keep her on leash versus free in the yard ( I don't know if you are fenced), or on her run. 

Some just  never got it and just would not go  :(   Good Luck

I suppose, it is better than dribbling all over the place, but when we are in a rush, it really can be irritating to get the task done.

Soph had this exact same problem.  She wouldn't go in public as a puppy.  We moved to Florida from northern Michigan when she was about 4 months old and she wouldn't go the entire 24 hour plus trip.  It took her a little while to get used to the new house too.  we taught her to potty on command and that worked well and she is much more comfortable going in public now.  We have a private neighborhood dog park that we go to and just within the last couple months she started going poo there.

Annie does this EVERY TIME we take her out.  If we ever go out to sit at starbucks, she will not go potty no matter the amount of coaxing, until we get back home.  OMG last month when we took Annie on vacation with us for her first road trip.  She went potty outside before we left the house at 6AM.  At every stop, we walked her - nothing.  Finally at 6:30 PM, over 12 hours later, she peed and I about had a party in the parking lot. 

I was googling on my phone "my dog won't go to the bathroom away from home", and apparently some dogs are just so familiar with 'their bathroom' that they want to avoid using any other bathroom.  During the whole trip, she peed maybe 3 times a day, (as a 4 month old puppy).  I feel your pain because I tend to worry...

This brings up a great point.  Our dog won't go at rest stops or places where there have lots of dogs that have done their business.  I just thought it was a confusing place for her.. I think we can classify her as a priss.. lol... a prissy dog,, who would have thunk that?
