If Jaxon is interested in grabbing dishtowels and placemats from your kitchen counters, why not set him up to learn a lesson? Place a towel on the counter so that it hangs over the edge and is in Jaxon's clear view. Attach a cord or rope to it, and put a small container on top of the towel that's filled with pennies. When Jaxon takes the towel into his mouth, he will be startled by the noise of the pennies hitting the ground. You could "help" by pulling the rope to ensure a resulting crash. I did something similar with Wally when he was a puppy, and it worked like magic.
Another idea is to soak a small towel in bitter-apple solution, and let him grab hold of it with his mouth. He won't want to do that again! I saturated some paper towels and let them hang over the edge of my bathroom trash can to deter Charlotte from taking things out of the garbage. She is a fast learner, and now stays clear of the open trash!
Thanks for the advice! I am going to try a few different things to see which works. He is very bold and will counter surf right in front of me!
We took several empty soda cans and put a few pennies and screws in each then taped over the openings of each can. After stringing the cans together with twine (about 12 inches apart) we placed the cans along the edge of the counter. Each time our counter surfer jumped up to find a treasure the can chain would crash down startling him. It took less than a week and he has never counter surfed again.

We have to put anything on the counter at least 6" from the edge.... because Luna knows we don't allow her to counter surf, but she's smart enough to do it if we're not in the room!
We tried the cookie tray thing, it scared her off temporarily but then she just went back when she figured out the cookie trays were gone.
I might try the pennies in the can thing because Jaxon counter surfs even if I am right beside him....bold puppy :)
