They have to adhere to the ALAA breeding guidelines, plus the testing included here: http://alaa-labradoodles.com/BreederMembership.html
I don't have an ALD and don't really know exactly how their membership works. it appears that members must apply, pay a fee, and meet their standards. I would think that breeders could choose to leave the group, not necessarily be removed by the organization, but I would also hope that the organization would remove any members who were not following the guidelines.
I like their advice to prospective buyers. I think the group as a whole is trying to follow responsible breeding practices and produce healthy dogs.
