Is he rubbing his eyes at all?
A small amount of material at the inner corner of the eye is pretty common in dogs, especially when they wake up in the morning. (We get that, too). But a yellow or green color can be a sign of infection. If this is something new, or if there is a noticeable difference in the color or the amount of discharge, I think it wouldn't hurt to have the vet take a look. Is there any redness on the white part of his eyes?
I agree with Karen. I would check that the whites of his eyes are not red for sure. He might have conjunctivitis if they are.
Allergies usually cause them to rub their eyes, and the eyelids get pink or red. I suppose it could be related to allergies, but it doesn't sound like a typical allergy symptom to me.
Ned had a blocked tear duct on his lower eyelid that caused increased drainage in that eye. He had the increased goop before the bump showed, but once it showed, it 'grew' quickly and he had a bit of a surgical repair. I assume that this is not what Chachi has, but wanted to throw it out as it does pertain to the eye and increased drainage.
