Young pup with allergies?

So Callie came to us from the breeder and has been licking her tummy for a while now as if she were itchy. Her skin on her tummy is also turning darker and is supposedly thicker in some places. She was on a raw food diet of mostly chicken and we're slowly transitioning her to Blue Buffalo Basics with Turkey to 1) get off the raw food diet, and 2) eliminate chicken from her diet to see if it's the problem. 

Are young pups able to show food allergies? Our vet said it was most likely an allergic reaction of some sort, and to transition her food, so we've been following his advice. Haas anyone had the same experiences?

This would be a good question to post in the food group. Karen will give you a great in depth answer and great recommendations, but in short.. It would be EXTREMELY unlikely that a puppy would be allergic to something in their food. Food allergies are actually very uncommon in dogs of all ages.
