I'd keep it clean and leave it alone. A vet would probably trim it off, but I'd be afraid to do it myself. I'd wrap it to keep it from catching on anything or getting torn off. Hopefully it will dry up and fall off on its own. It looks and sounds like the pad is already re-granulating, which is good.
I wouldn't cut it off. I would put some antibacterial ointment on it and wrap it until you get home. Murphy tore his pad once running on a tennis court, and when I took him to the vet she cleaned it well, put medication on and wrapped it. I had to keep it wrapped for a few days. If it were me I'd wait and have the vet cut it off....I'd be nervous cutting it myself.

I agree with antibiotic ointment and wrapping as well as keeping it dry. The old dead skin can be cut off anytime but I'd leave the flap on to add to the protection and comfort of the raw skin underneath until it has healed some.
My two often tear their paws and they heal up nicely without ever getting an infection or going to the vet. I treat it like I would a human cut on our foot, I wouldn't run to the doctor for that either unless steri strips can't hold it together to heal and it needs stitches. Actually, I have used steri strips on cuts to keep the skin closed on my doodles too.
I would say Neosporin and a clean small sock if he will leave it on. We have had this happen also and it is usually more painful for the humans than the dog. Don't do any cutting. You can wait for the vet to do that.
