My puppy is now 9 weeks old and I have had him since 7 weeks. When I take him outside to pee he usually goes right away, but sometimes soon after I bring him in he goes again. This doesn't happen every time, but enough to make me a little frustrated. And I know he knows when he does something bad because when I yell "no!" he runs to his spot, so I don't get why he does it still? how do I get him to know that going potty outside is the only option?

Take him out constantly.

It is exhausting, but we would take Ace out and stay out for about 20 minutes each time and we would go out about every 20 minutes or so. It really is exhausting, but it works. If you stick with it, puppy begins to realize that they pee pee outside. Ace will now knock every time he needs to go out and because every time we would take him out, there was the ritual of me putting my shoes on, he has now started bringing my sneaker to me when he needs to go out.
Okay, thank you so much. It so frustrating when he does this, so I will just start taking him out every 20 minutes or so. :)
Also, as he begins to let you know he needs/wants to go out, it may be like 5 minutes after you have already taken him out, that he'll want to go out again. As annoying as it may be, take him out again. Whenever we would ignore Ace because we were sick and tired of going out, he would pee in the house. Now that he is older and can hold it longer, we don't necessarily kill ourselves trying to get him outside anymore, but back when he was as young as your pup we did. We really had to pay attention to his cues so that he would not pee inside.
Completly agree, moose is out every 30 mins. We are trying to use the potty bells, still waiting to see if that works. Moose will do the same thing though he will pee once maybe even twice outside and then again when we get in the door so I've started just leaving him on the leash for a few minutes and if he starts to squat I grab him right a way and out the door he goes!

Oh yes, I definitely recommend tethering him near the door you use to go out. We always had Ace on the tether right near the door so that he could alert us by tapping the door that he needed to go out or so that if he didn't tap, we could catch him and get him out if he was about to have an accident.

Enzo did this and I figured out quickly, she was a " double pee'er". She didn't always empty her bladder first squat. Try staying out with him a bit longer to see if he will go again..
Yes..out every 30 min -45 min. With eventually, lengthening time.
At 9 weeks, he is still extremely young. Consistency and patience will payoff!
Puppies have such tiny bladders. Even if they are a big puppy. I had a hard time wrapping my head around the idea that my big puppy had such a tiny bladder. We were out the door every 15 minutes for at least the first two months I had Gracie and I got her at 8 weeks.
She is now 5 months and is well potty trained.
At 9 weeks they are just getting the hang of things. They don't realize what you want them to do yet. A lot of persistence and have a good schedule to follow and you will get there. Your puppy will have accidents up to at least the 4 month period, but more than likely up to the 6 month period a coding to everything I've read.
Gracie's last accident was totally my fault and more than likely even when I thought she had the hang of things it was my fault as well. ;)
Just a suggestion, but don't yell too much. You don't want them to get scared of pottying and then go off and hide to do it.
I did tell Gracie No in a loud stern voice and picked her up right away to go out. While doing so, I said lets go out. She more than likely finished outside and if she didn't she got crated for 15 to 20 min and we would start the cycle over. Always praising her when she did her biz. I tried treats at first too - but found that praise was just as good for her with potty training.
