Why not go with one of the adult Acana formulas, and then both dogs can be on it. It's made by the same company as Orijen, as you probably know. You can monitor Josie's portions and even replace a small portion of the food with green beans (the famous green bean diet, lol) if she starts to gain back any weight. And it will be sufficient for Piper's energy requirements. I do want to mention though that I've known a few Wheatens who were overweight.
You can go with the Acana Regionals line, and then you can rotate formulas. The Classics line is also going to be redone soon, and there may be some options there as well.
The Singles line would also work for Josie, but not be the best food for Piper. It's lower in protein and calories.
I don't see why they can't eat the same food. Josie needs a lower amount. Look at the calorie count for Acana light and whatever other food you want to food Piper. Make sure you feed Josie the correct amount to get the same calories as before.
We've fed Orijen and Acana and I didn't see a dramatic difference in the amount of poop so don't base your decision on that factor.
