You only found that because I just switched Jack to TOTW. I swear you wouldn't not have found that otherwise!!! Every single time without exception that I have switched Jack's food, within a few weeks to months something comes up with the food. UGGG I am really waiting to switch him to Orijen but I don't have a dealer yet around here.
Now once I finally get Jack on Orijen, I am not responsible for anything that happens!!!! This looks like it is an isolated event. ( I hope)

I had a similar experience with a large bag of First Mate dog food (the food the breeder had Lucy on when we brought her home). It appeared to be a bundle of hair, but I learned later was a piece of frayed conveyor belt from the manufacturing facility (the conveyor belt was in the process of being replaced). I contacted the manufacturer and they requested the foreign object be sent to them. In return they gave me a coupon for a free bag of food. Unfortunately, about that time I'd decided there were better foods out there for Lucy and ended up with a bag of food I didn't use.
We recently stopped feeding Maizey TOTW as we have found various odd sized and shaped kibbles in each bag we have purchased. We contacted the company and they said we were the first to complain of it, but after nearly 6 bags of food, we decided it wasn't worth it to risk Maizey's sensitive tummy issues with a food that wasn't 99.9% reliable (no one's 100% right?!?!)
Just our own experience, but otherwise TOTW seems to work well for a lot of doods!
