I'm not sure if this would work for you but we got a waste basket at Bed Bath and Beyond that has a cover on it and you need to step on the bottom for it to open. We put one in our bathroom and he never bothered with it. But he's a mini....
Put the waste basket under the sink.
I agree--rather than getting a wastebasket that's going to present itself as a challenge to your dog, if at all possible keep it out of reach.
We actually bought a microwave cart before we got the dog (waste can out of sight). Well, Baylor is 7 months and opens the door with his nose. We now use a large carabiner to keep it closed. Easy to lock and remove.
I have always had a metal trash can with a step lever. Annabelle has never bothered it. She doesn't seem interested in the trash can, so I guess I am lucky with that. Probably won't just outgrow it, you would have to train him not to do it, just like with counter surfing, or eliminate the temptation..
What is up with the paper?? Napkins, papertowels...... He thinks its fun when we chase him, he's got some slick moves. Silly doodles.
Used kleenex during cold season was a challenge. I don't know how many times I said "Annie you're so gross".
