Rosco is need of a bath but that's not gonna happen. He can't stand long enough for one. I've managed to trim him down quite a bit so he looks cleaner, just trimming whatever side is up when he's lying down. But I'd like to clean him a bit better. Any particular products or recipes for a simple solution to wipe him down with?

Yes, it does work. I have a friend who has an American Eskimo dog- snow white fluffy fur- and she uses it between baths, it works even when her dog is muddy from the dog park.
If you have a shower with a detachable head, bath him laying down in the shower. My dogs love it. Wrap him in towels and blow dry his tummy on low.
He's pretty big...and hates baths when he feels good. He wouldn't lie down unless he fell...lol.
As a quick stopgap and to get sticky stuff like sap or gum out of the coat, I use baby powder/cornstarch. I sprinkle it in and brush. We especially use it when traveling. I am going to order what Karen suggested and give it a try.
I have used the shampoo like Karen references after a spay and it helps. I've also used Burts Bees powder on AnnaBelles face when we are in FL where she seems to stay wet constantly and starts getting a little smelly. I have also just used a dryer (mine is just cool air) to blow out dirt and dust. That really helps a lot as well.
