Potty training nightmare, not with my puppy, but with my other teenage dog

Help!!! I have a new goldendoodle puppy for almost 2 weeks. My mom let my Maltese that was potty trained stay with her and her dogs for a week while getting my Goldendoodle. I guess that my dog was not in her crate when my mom was gone (which I always do) and was left pottying in my mom's house. I have brought my Goldendoodle home and have been taking him outside to potty with treats every 15 minutes. I take my Maltese outside too and she refuses to go. I will take her out by herself, walk her for 45 minutes beg, plead, demand and bribe with treats and she will not go! Even tried putting her outside for a timeout until she goes. She holds it and the minute she comes in the house and I am not looking, she will find a place and pee pee. It is completely grossing me out, because I cannot stand it in my house and is confusing my Goldendoodle where to potty. I drench the smell with carpet cleaner, but they are still sniffing in those spots. My goldendoodle potty's on command, but my maltese is ruining it. Does anyone have ANY advice???

Oh, I can imagine how frustrated you must be! Are you using a cleaner that will neutralize the urine odor (such as Nature's Miracle) or just regular carpet cleaner?
I am using Arm and Hammer Pet and Stain Odor remover. Is Natures Miracle better? I had even thought about taking a sprayer and just spraying vinegar across all my rugs and carpets to confuse them (not to mention endure the smell). I will do ANYTHING.
The only thing I can think of is revert back to potty training the Maltese AS IF she was an 8 week old pup:

1) Eyeballs glued to her supervision and when eyeballs can NOT be glued to her...crate her.

2) Then take her outside frequently...if she pees...GREAT! give her a chance to play while you are doing eye-balls glued to her supervision. Then back to her crate till next potty break

3) If she does not pee outside then bring her in and crate her and repeat the procedure until she goes. Perhaps even carry her to and from the potty spot so she doesn't go on the way there or on the way back.

4) If your eyes are glued to her when she's free then you can interrupt her peeing with a lout sound and send her outside to finish.

That's all I can think of. Essentially manage things so she can NOT go inside.
Thank you so much, I am definately going to try crating her again when she is not outside. I know she is going to hate it, but I think we will both be happier in the end if she pick it up again. I keep getting side tracked watching the puppy in the house, so maybe if she is crated while I am with him that will take care of the accidents. Thanks, Adina
I'm sorry to say, but I think Adina is correct. Since the Maltese has regressed, you're going to also need to go back to the level of training that matches her behavior. P.S. I've been pleased with the Woolite Oxy Pet Stain & Odor Remover
Your Maltie is probably very jealous and acting out. The first two weeks we had Peri, Taquito (chihuahua) pooped a few times inside. That has stopped since then - they are best friends. Make sure you are giving your Maltese a ton of attention. 1:1 if at all possible, like while your puppy is in his crate or something. Taquito gets to be alone with me while I get ready in the mornings, for example. He sleeps with us and of course, Peri is in her crate at night. Those are just my thoughts. Has it improved though? I see you posted this a week ago.
We are having really good success right now with both of them! Thank goodness! It has been quite a lot of work trying to potty train both of them(especially with my maltese being so stubborn), but we are finally making progress!
