Why Why WHY?!? She tells me in no uncertain terms that she wants to go out. I ask her, "do you want to go out?" She essentially says "yes" by running to the back door. I put down whatever work I'm doing, get up, limp to the back door (foot injury), open it......and.....all I hear is crickets as she stands there staring at me and refusing to go out. She does this once, twice, and then the third time she goes out. This happens many many MANY times every. single. day. What in the name of all that is good and pure is going on here?!?!?!

Spot on! Zoe does that to us all the time! We have a dog door in one of 2 doors outside, so I know when she's sitting at the door without a dog door and keeps looking at me it's playtime!
My take is that she's just bored. My doods will do the same when there's nothing special going on. Maybe you could engage her in a game of fetch next time when she does this.
Do you often go out with her to play? Maybe she is trying to engage you in some fun , and you are not able to accommodate her? This same thing happened to me with dogs after I had back surgery. I couldn't play "chase" with them for awhile, but I did go out there with them. I hope your foot feels better soon!
It's a game. Dogs like to chase and be chased. She has learned that "Do you have to go out" means something like "if you run to the door I will chase after you" (loosely translated of course). Often the way dogs do it is to take turns. So once you get to the door, you would turn around and run back to the chair and it would be her turn to chase you.

She wants you to go outside too. She probably thinks you're supposed to go and in actuality, you are.
Even with a fence, I go out with my dog or at least watch from a window. You just never know what can happen in a yard. Even a reliable dog can get into trouble. Or worse yet, a coyote or fox or something comes into your yard. Reward her good behavior. She is young and maybe even needs your attention.
My dog will still.... steal a shoe, a sock, a dish towel just to get my attention :) He's a dog
You might want to introduce potty bells. I find them invaluable.
Potty Bells were a lil miracle worker for me and my puppy!
I agree, it takes puppies a while to go out by themselves. As it should for their survival. They are little and putting themselves in a vulnerable position and announcing their presence to anyone within noseshot.
