Joy, you have them pegged! Ned would definitely be the one in charge of steering! Clancy gets the grunt work.

Clancy will have to work the pedals - Ned's legs are not long enough, so he gets to steer. It's okay, Ned, I have the same problem myself, buddy!! We can't help it if we are vertically challenged.....
