This is what happens around our house when DH doesn't put the toilet paper on the roll and just leaves it on the floor right below the empty roller.....

Ours usually sits on the cabinet beside the toilet.  Our girls never really were interested in it, think we just sort of started doing it as a precaution when they were little and never stopped.  It is funny though when company comes over and puts it back on the roll like they think we were just too lazy to put it on there to start with.  lol.
