Animal Neglect?

OK Doodlekisses friends!!!!  I am fuming right now.  At the building where I work, there is a tenant who leaves his dog (German Shepard) in the back of his truck cap all day, with 2 slider windows (like that in a Van).  Not only does he leave him all day - he supposedly left him ALL night.  I called Animal Control yesterday who told me that someone called the day before and they sent an Officer out and the Officer said that the dog looks healthy and has water and the windows open so it isn't against the law - there is nothing they could do.  When walking into work today I noticed the truck parked in the same spot, and co-workers told me that the truck broke down yesterday and the owner left the building and they hadn't seen him return, so we are assuming the truck and Dog was there all night.  So I called Animal Control AGAIN... who sent another Officer over and when he got here the Owner showed up!  He opened the truck cap and the Dog had to jump over a ton of garbage to get out and IMMEDIATELY pooped, the Officer barely looked in the truck... the owner brought out a huge paint bucket to show that the dog has water.  The Officer talked to the Owner for about 10 minutes and then LEFT!  I don't know who else I would call regarding this because they are acting like it is no big deal!  It was 80+ degrees the past 2 days so I just feel awful for the dog.  Please if any of you could help direct me to someone that would care enough to do something about this awful situation.

The dog had the sense to hold off on pooping- which sounds more thoughtful than the man. But you never know. The guy could actually doing the best he can for his dog.

If that is his best, then it isn't good enough. If he can't take proper care of his dog - then he shouldn't have one.

I think you should call the local tv station. That always gets people to do something!!

The owner came back after about 4-5 hours on Friday and fixed his truck himself (which was ONLY a blown tire) and left with the dog. If the dog comes back with him tomorrow (Monday) I will be sure to call one of the local news stations! Thanks for your suggestions!
