If you aren't doing so already put him up on a table or counter or some sort of something with height. As suggested, use treats. Try some different types of combs and brushes. Go slow, little bits at a time. Be sure whenever he is sitting nicely that you treat and praise. Also, anytime that he might just be laying on your lap quietly, play with his ears and feet and tail etc. to get him used to being touched.
I wouldn't start at his feet to get him used to being brushed (and kudos to you for starting him at 10 weeks!) ... what I would do is start with treats, as others suggest, and a soft brush on areas that aren't as "scary" to a young'un as the feet, like his neck and shoulders and down his back ... a little brushing, a treat, a little brushing, a treat, and slowly work up to doing his feet, muzzle and tail. Also, as Lucy & & AnnaBelle's mum suggests, any time you're just having quiet time play with his feet etc. to get him accustomed to having them handled.
The instructions that start 'brushing up starting at the feet' is intended for learning how to line brush for dematting. For new puppies, the instructions are more what Jen, Lachlan and Declan suggest. I start on the back and upper back leg using my wooden pin brush. Once they learn to enjoy that, I work my way towards front legs, neck and head. Feet are last. I start the brushing at 3 to 4 wks with a face trim and a full groom including brush, bath, table dry, ears and sani trim at 6 or 7 wks.
I like Breanna's suggestion. With Darwin he was okay with it from the beginning but we made to reinforce the activity as good by giving him high level treats while we brushed through him.
