First, don't panic about losing this puppy. Good breeders have litters regularly, and it is worth waiting for the 'right' puppy.
Our puppies were potty trained on cedar chips, so the sawdust itself doesn't overly concern me , but how it's being used is more concerning.
My instincts tell me that something doesn't feel right about this. First, I don't know where you live, but I don't love that the puppies are in a garage - heated or not. The two breeders I was serious about had the babies in their homes with them. Contained to specific locations, yes, but in their homes.
Second, my puppy had curly hair, and she has never had eye issues. A little gunk to clean from time to time, sure. That's normal. But no tear stains and no runny eyes, and her fur gets into her eyes all the time.
This is just my two cents, of course, and you need to do what makes you comfortable. I just think if something in your gut is saying "uh oh," you should listen. I'm not sure what the rules are, but I would think people could email you with the names of their breeders if you need to look for someone new....
Another concern to add would be that at least one of the breeders you are looking at does not do any health testing on the parent dogs. That alone should put them out of the running, I would think.

Kate had large paws. She is probably only 21 or so inches and maybe 40 lbs. He is so cute. He will eventually get the zoomies - run around like crazy. Have fun. He is adorable.
