Is there any product I can buy to rub into the matts under Toby's chin that would make them easier to comb through?  It's just getting to be a mass of knots under there and I don't know what to do about it.  He doesn't enjoy my attempts to comb out under his chin or dematt it at all.  He's pretty tolerant anywhere else, but not there.

My suggestion would be to cut them out and then in no time his hair will grow back and you can then keep up on the brushing to help prevent them.  I had to do that with Buddy's tail (I actually liked it trimmed a little short so I now keep it that way). :)
I keep my doodle chins quite short as per the ALD founder's instructions. I would shorten the chin hair and try and brush with Cowboy Magic. If that doesn't work, then cut the mattes out.

Cowboy Magic Detangler is a great product and really works. You rub it in, and work it with your fingers. Gently pull out small strands of hair from the mat and use a rotating tooth comb too. It's time consuming but it works. If the mat is huge, you can use scissors, pinch the skin at the base of the mat, and gently cut from the 'pinch' outwards, through the mat, comb, and do it again until the area is free from the mat.

Fortunately neither of my girls mat at all and the coat change was unremarkable. But they do get snarls around their ears and neck from playing and chewing on each other. LOL!

Cowboy Magic Detangler is great and you should be able to purchase it on line.  My pup seems to matt most behind his ears, under the collar, and on his chin.  Right now I am keeping the hair short (particularly in those areas) and he seems to be getting better about all kinds of grooming.
I went into a local pet supply store today and they were going to see about ordering some for me.  They haven't phoned back about it yet.  I will keep searching.

Nope - but I ordered it on-line.  Hope I get it soon.
If the mats are too hard for me to get out on Sam, I just cut them off.  He's got so much going on hair-wise, it's hardly ever noticeable.  I also got this tip from the breeder about a grooming tool:
