Oliver's hair is pretty good every on his body.
No really tangles or matts and I try to brush him all over at least a fee times a week.

The only area we have issues with are on his tummy next to and in front of his stuff.
Seems like he always pees on his hair there - even after the doc gave it a trim - and it's always a tangle, crusty, matty mess.

Any good tips or advice on his to deal w this?
I've tried wiping it w baby wipes, carefully brushing it out, ect....

Seems like only thing to really help would be short tummy cut or constant bathing

I do not have a male dog but it seems like the easiest option would be to keep his tummy shorter.

I always have that area cut extremely short.  I also comb our labradoodle about every other day.  I used to use a brush, but it wasn't able to get all of her hair from the area closest to her skin which then formed matts.  The comb I use is a metal type comb and it works great.  

Using a comb I'm able to keep her hair much longer than before.

If you take him to the groomers you can ask for a puppy cut, which is also referred to as a sani-cut. They trim between pads, toes, ear hair, belly and private parts, clip nails, shampoo and dry. This is much less that a full trim and keeps daily grooming to a minimum.

The real solution?  MANSCAPING!!  If you are not comfortable with doing this, take him to a groomer and they can do it for you.  I would not dream of letting my boydogs have hair over and around their penis.  So unsanitary and awful for them.  

Myra, you are a hoot!!! You are right of course, and I scissor cut my kids tummies, boys and girls and keep them short. I scissor cut because I don't own clippers.

I would cut that area very short - like pretty much shave.
