Did the vet do a skin scraping of these areas? That would be the first thing that needs to be done, to rule out any kind of mites. It doesn't sound exactly like allergies to me, but I haven't seen every variation of allergy symptoms. The timing (and age of onset) is perfect for Atopy, though, so this very well might be a seasonal allergy. It would be easier if we could talk about it.
The vet didn't even recommend any antihistamines or steroids?
