My Murphy looked like Annabelle at the same age and I cut her flyaways off with a scissor cut pretty early on. He doesn't shed though either, but it did help him look less "electrified". lol Sounds like you might have a shedder, but still too early to tell and probably still not as much as your average Golden Retriever would. Just get him used to grooming now so you can keep up with it all. Shedding isn't always a bad thing, because those that don't tend to mat more easily so more brushing involved.
Cooper is adorable and that type of coat is one of my favorites. I love the "paw in the light socket" look :) LOL
Is he F1b (3/4 poodle or 3/4 golden)? He rather looks more golden. But he is darling. I like that look. Hang in there. He will be just perfect.
Could improve after the puppy coat transitions to an adult coat at a year or so of age--in the meantime, I want to say that F1b does not guarantee that the pup will not shed--Yes, it can be more poodle-y and yes, you can have less shedding, but not always--your pup has a straighter coat that is more likely to shed. If you got to see the entire litter, there may have been some curlier or wavier ones and they would have less shedding. If your breeder did not advise you about that, they were not being honest with you.
He is adorable! And doodle coats change a lot!
